Yep - it seems like your cat needs a stimulation in her environment. Scratching posts, toys and other stuff to allow your cat to work her claws and to chase after something are great for a bored cat. Keep playtime fresh by introducing one toy at a time so she'll always feel the toys are new and exciting.
Well, if tissue papers is what she goes for, then that's her toy! However, if you hate the mess of tissue papers and flies don't come easily at your house, get a toy with catnip in it. Most often, cats are attracted to catnip and love it to bits.
